CNOOC is devoted to building a first-class workforce with a focus on the cultivation of "three teams", that is, teams of senior management, technology professionals and technicians. CNOOC further improved its employment, salary and welfare policies in 2009.
The Company issued Measures for the Implementation of Experts Evaluation and Management, which defines the selection, appointment, cultivation, assessment, salary and welfare of experts. The Company actively explored evaluation of technicians through capability plus performance. More categories were admitted to the technician and senior technician evaluations, and the qualifications were granted to another batch of skilled operators.
In 2009, CNOOC held the third Occupation Skill Contest, composed of 5 categories including electrical maintenance, welding, ship sailing, well logging and CDU/VDU operation. All subsidiaries launched activities of technology learning and skill training for improvement. Over 5,000 employees took part in the contest.
The Company developed Methods for Evaluating the Annual Performance of Senior Management, and strengthened the senior officer exchange between upstream, mid and downstream as well as between home and abroad. 82 senior officers were selected to study in the Party School of the Central Committee of the CPC, China National School of Administration, the Party School of SASAC, Dalian University of Technology, China Executive Leadership Academy in Yan'an and China Executive Leadership Academy in Jinggangshan, and training programs were organized for senior management and mid-level managers.
In 2009, substantial progress was made on high-level talent cultivation and staff training. A total person-time of 346,524 received training organized by the Company, and each employee received an average of 65.2 hours off-job training.
