CNOOC has established a health and safety system operating to international standards to ensure staff occupational health and production safety; this is regarded as part of corporate social responsibility.

In 2006, CNOOC launched the 5 "No works" campaign. The 5 "No Works" outlines the DOs and DON'Ts to minimize risks in the workplace. They are:





1. No work before fully aware of the hazards,
2. No work before all control measures are in place,
3. No work before all modes of protection are ready,
4. No work before the environment is safe, and
5. No work when there is lack of skill/experience

The implementation of the 5 "No works" has become an important guide for all units of CNOOC.

During 2007, CNOOC revised its document on Health, Safety and Environment Management Concept, emphasizing continual improvement of safety development, social and environmental concerns. This has been assimilated with the essence of the Scientific Concept of Development as well as the "5 No Works" concept and contractors' management. This document demonstrates CNOOC's greater efforts in the implementation of HSE management system, enhancing risk control and the management of contractors as part of its social responsibility.

CNOOC pays much attention to the management and training for occupational health, strengthens the supervision and monitoring of occupational safety and the promotion of healthy life styles of its employees. Besides continuously enhancing the management of production safety on site, CNOOC also pays great attention to the education and management of employee safety after work, gives much concern for the driving safety and mental health of its employees. CNOOC provides related training and safety education for its employees.

The Company has kept on strengthening its emergency management capacity and improving its Crisis Management Plan. In 2008, a new emergency center was put into operation at CNOOC Headquarters. This integrates the functions of emergency response, visual reality and video teleconferencing. Its new three-dimensional emergency response platform provides a holographic reproduction of incidents to the management and experts. In addition, CNOOC issued a Guide on Emergency Command Center Construction and a Guide on Emergency Management Information System Construction to direct the construction of emergency management information systems in its subsidiaries. CNOOC has upgraded the emergency centers in Tianjin, Shenzhen, Zhanjiang and Shanghai. The Company has also enhanced its comprehensive emergency management capability through multi-level emergency exercises and cooperation with contractors and local governments.

As a major energy producer in China, CNOOC never forget its environment protection responsibility. CNOOC is mindful of its environment protection and pollutant treatment both onshore and offshore to minimize the impact of its production on the environment, and follow the concept of zero emission in each project.

CNOOC has consistently emphasized the preparation of a sound oil spill response. China Offshore Environmental Service Ltd. (COES), a subsidiary of CNOOC, is the first specialized company in China that possesses Class 2 oil spill emergency handling capability. COES has set up oil spill response bases in Tanggu, Longkou, Weizhou, Zhuhai and Suizhong. With continuous improvement in its marine oil spill emergency handling capability, COES plays an important role in dealing with marine oil spill emergency in offshore China.
