As a significant initiative, CNOOC has taken on the social responsibility of energy conservation, emission reduction and environmental protection. To construct itself into an energy-efficient and environment-friendly enterprise, CNOOC has promoted cleaner production, energy resource-saving and has eliminated obsolete technologies and production facilities, thus controlling pollution at the root level.
After becoming the first Chinese enterprise to be invited to join 3C (Combat Climate Change) in 2007, CNOOC gained membership of the UN Global Compact in 2008, readily meeting the environmental changes challenge and fulfilling social responsibilities along with the international community.
In order to strengthen the implementation of energy conservation and emission reduction, CNOOC started with the systems and mechanisms influencing the normal implementation of energy conservation and emission reduction, and has promoted the sustainable and effective implementation of energy conservation and emission reduction by continuously improving the organization management system and regulation system for energy conservation and emission reduction. In addition CNOOC continues to establish and improve long-term mechanisms including the statistics, assessment, reward, punishment and monitoring of energy conservation and emission reduction.
In 2008, CNOOC put forward the concept of "Zero Emission" and assimilated it as a compulsory standard to be followed in the design and construction of all new projects.
In 2009, CNOOC invested RMB799 million to implement 284 projects for energy conservation and emission reduction. Throughout the year, the Company saved 416,000 tons of coal equivalent and reduced 532.1 tons of sulfur dioxide emissions and 3.3 tons of chemical oxygen demand emissions.
In 2009, CNOOC Energy Conservation and Emission Reduction Supervision Center initiated the monitoring of energy conservation and emission reduction and the audit of energy consumption. The activity covered 18 subsidiaries, identified 168 issues, proposed 133 suggestions and promoted 53 effective measures.
During the year, CNOOC carried out a performance assessment on energy conservation and emission reduction of the previous year, and issued 4 regulations to set the corresponding company standards. CNOOC is one of the first to develop a management information system for energy conservation and emission reduction.
The Company took the lead in releasing "Climate Combat Policies" and a plan for recent actions among central enterprises, and completed inspections of greenhouse gas emissions in the system of the Company during 2005-2010, becoming the first domestic large-scale central enterprise accomplishing the inspections of greenhouse gas emissions in accordance with international standards.
On 7 December 2010, the CDM trading of the 49,500 kW wind energy project of CNOOC Inner Mongolia Huade Wind Energy Plant was approved by and was registered in the UN CDM Executive Board. Huade Wind Energy Plant has signed a 7-year emission reduction purchase agreement with Citibank. It is expected that Huade Wind Energy Plant could sell 120,000 tonnes of carbon dioxide emission reduction in a year, obtaining gains from carbon emission reduction of RMB12 million.
