CNOOC started its aid to Nima County of Tibet Autonomous Region in 2002 and so far has sent 4 batches of officials to the county.

The objective of the first phase was to basically change the impoverished situation of Nima County. From 2002 to 2004, CNOOC invested RMB 60 million in the construction of major roads in the county and other projects including the installation of solar power generators in over 4,000 households. The company also organized the first round of training for local county-level officials in inland cities.

In the second phase, CNOOC placed priority on the farming and pastoral areas. From 2005 to 2007, CNOOC invested RMB 46 million, focusing on promotion of the development of the local economy. Both the living environment and quality of life for herdsmen have been greatly improved.

In 2008, CNOOC invested RMB 19.41 million on seven construction projects, training and stimulating programs for the reserve officials and technicians in Nima County of Tibet. By the end of October, the projects of the Nima Cultural Center, a Broadcasting Center, a teaching building of Shenya Primary School, the Nima Hotel expansion, and a toilet for county middle school were completed on schedule, as well as the settlement project involving 250 herdsmen families. In June 2008, the Nima Medical Education Fund was put into operation providing training and assistance to medical personnel, teachers and students. In October, under the arrangement of CNOOC, 25 Nima officials received training in inland cities.

In 2009, CNOOC contributed RMB18.86 million on Tibet-aid projects, totaling RMB143.03 million since the launch of the program. In April, a forum was held in Lhasa for Tibet-aid officials from 17 central State-owned enterprises, and Wang Jiangtao from CNOOC was awarded the title of "National Model in Unity of All Ethnic Groups".

The year 2010 was the last year for CNOOC to carry out its 3-phases aid to Tibet project. The aid to Tibet project team (phase iii) fully completed the various aid tasks determined in 2007 when CNOOC settled in Tibet. The aggregate funds input for this project amounted to RMB49.08 million, with contribution of which, totally 18 projects (including but not limited to settlement projects for herdsmen, Cultural Conference Center of that county, Broadcasting Center and Comprehensive Teaching Building of Shenya Town Primary School) have been constructed and catastrophic construction resulting from snow disaster and earthquake have also commenced.

In 2010, CNOOC has appropriated RMB9.97 million for investments in Nima County, including construction of solar power plants for herders, relocation housing of the Finance Bureau, settlement project for herders, supporting facilities for the County Welfare Institution for the Aged and supporting facilities for Country Culture Station in pastoral areas.

With the support from Nima County Government, CNOOC and sent 4 groups of officials, together with 4 project teams to be responsible for all of the project construction. After 8 years of construction, Nima County has been transformed into a prosperous area in Tibet.
