CNOOC started a Poverty Relief Program in Lingshui County, Baoting County and Wuzhishan City of Hainan Province in 1995. The three countries (cities) have a total population of 560,000, half of which are Li and Miao Minorities. Due to historical and geographical reasons, the economy of these areas has developed very slowly with a yearly income of RMB500-600 per capita and about 70,000 people among 30,000 families only having a yearly income per capita below RMB300.

In such situation, we have focused on the basic facilities construction in these rural areas, the promotion of science education and the development of key industries. Between 2002 and 2006, CNOOC's contribution in Hainan Province amounted to RMB 40 million. From 2007 to 2010, CNOOC plans to contribute RMB 5 million each year on the poverty relief program in Hainan.

Based on the poverty relief work over the past years and the investigation work by the cadres dispatched to the counties in Hainan Province, CNOOC concluded that the poverty in these areas was mainly caused by poor education quality and lack of basic education facilities. Since 2002, the Company has provided a yearly fund of RMB 2 million to Lingshui County, Baoting County and Wuzhishan City of Hainan Province respectively. Two-thirds of the fund was used to construct teaching buildings, student dormitories and dining halls and the other was used to build ecological civilization model villages and exhibition centers for local products and help farmers to construct their houses.

Since the start of the poverty relief project in Hainan in 1995, CNOOC has made a total contribution of RMB83 million. In 2009, CNOOC contributed RMB3 million and RMB4 million respectively on the construction of the teaching building of Zhongshan Primary School in Lingshui County, and the comprehensive teaching building of Baoting County Vocational School. In September, a new dormitory building which can accommodate 1,200 students was put into use in Wuzhishan Middle School in Hainan Province. CNOOC also cooperated with Tsinghua University to assist in the construction of long-distance education and training centers in the 3 counties (cities) to solve the training problem for cadres and teachers in remote mountain areas.

In order to further expand the coverage of assistance, CNOOC donated RMB 10 million to the Hainan Education Department in 2003 to set up the CNOOC Hainan Education Fund. The fund provides financial assistance to help the student drop-outs in the province to return to school, and over 1,100 students from poor families received this aid each year. In addition the fund provides incentives to local outstanding teachers, so as to improve the education quality in Hainan Province. CNOOC plans to commit RMB 5 million each year to the education and training for cadres in Hainan Province from 2007 to 2010.

Health Express is a public welfare project to provide free surgery to cataract patients in remote and poor areas. In March 2003, CNOOC began its participation in the Health Express initiative. In 2008, CNOOC continued its efforts with RMB 5.2 million to assist the treatment of 1,631 patients and the establishment of a surgery training center for the Hainan Province People's Hospital.

In 2000, ACWF launched the project Love of Mother, which aimed to help the building of water cellars for thirsty women and children in China's western underdeveloped areas. The Company has actively participated in the Mother Cellar Program since its launch. On September 26 2009, CNOOC announced a RMB2 million donation to the Mother Cellar Program every year for the following 10 years, totaling RMB20 million. By now the donations have amounted to RMB6.8 million, bringing benefit to 28,198 people of 6,921 families in 40 villages in the northwest China. In 2009, CNOOC was honored with the Charity Pioneer Award by the China Women's Development Foundation.
