Besides participation in public welfare activities, CNOOC is actively involved in the natural disaster relief efforts.
In 2005, CNOOC donated RMB 2 million to CSRC to assist the relief work in the Typhoon Talim affected areas in China and RMB 6 million in the form of cash and equipment to Hainan Province to help relief work in areas affected by Typhoon Damrey. At the end of 2005, CNOOC donated RMB 200,000 to the quake-hit Jiujiang City of Jiangxi Province.
In July 2006, China's southeast coastal areas were seriously hit by typhoon Billis. CNOOC immediately donated RMB 10 million to the Guangdong Welfare Committee, to provide assistance to those affected in Guangdong province. A few days later, CNOOC donated another RMB10 million to China Red Cross, to provide aid to the affected areas in Hunan and Jiangxi province. In September 2006, the company donated RMB 100,000 to the drought-affected Luzhou area in Sichuan Province.
At the beginning of 2008, many of the southern China provinces were struck by severe snowstorms. Within 48 hours, CNOOC transferred an endowment of RMB 32 million to 8 provincial governments for disaster relief work.
CNOOC contributed RMB 10 million to the quake-hit area through the China Charity Federation within 24 hours after 5.12 Wenchuan Earthquake in 2008. On May 17, the Company donated RMB 3 million to the Dongfang Electric Corporation Limited which had suffered great losses during the quake; this was followed by another contribution of RMB 10 million to the Sichuan Provincial Department of Finance on May 19.
On May 15 2008, CNOOC urgently dispatched 14 helicopters that served offshore production to fly to Sichuan and join the national disaster-response system. An early estimation showed that the helicopter lease expense alone amounted to RMB 7.5 million.
To support post-disaster reconstruction, CNOOC decided to donate RMB 100 million to the quake-hit area in Sichuan every year for the following five years; the contribution would be raised by cost saving and efficiency improvement.
On April 28 2009, CNOOC started the rebuilding of Deyang City People's Hospital, Guangyuan City No.1 People's Hospital and Luojiang County People's Hospital. Currently, the three projects have finished the roofing stage. On May 23 2009, CNOOC’s largest single medical assistance project in Sichuan was awarded as a "Disaster Relief Sustainable Development Project". On September 28, the CNOOC aid team was awarded the title of "The Leading Youth Team of Post-disaster Reconstruction in Deyang". By the end of 2009, CNOOC had invested RMB100 million on the Sichuan reconstruction program.
In August 2009, the severe typhoon Morakot struck Taiwan. CNOOC contracted the Association for Relations across the Taiwan Straits (ARATS) and contributed RMB10 million to the disaster relief. From May to July, Nima County in Tibet was hit by strong storms and a quake, following which CNOOC allocated RMB1 million from its poverty-relief fund to Nima.
CNOOC made the donations within the shortest time after the occurrence of the disasters. It was applauded and well recognized by CSRC, which awarded CNOOC the certificate and medal of CSRC Human Service in honor of its charitable donations.
Assistant project team established by CNOOC in respect of the earthquake-affected regions in Sichuan satisfactorily accomplished the assistance constructions for the three medical-care projects, which involved an investment amount of RMB240 million in aggregate, with the collaborations from the governmental authorities and assisted units in Deyang, Guangyuan and Luojiang. Under the working principles of "folksy, practical, standardized and efficient", Sichuan assistance project team driven works forward on a stable basis. In particular, the aforementioned 3 medical-care projects completed in Deyang, Guangyuan and Luojiang during the phase I have won the prize of "Excellent Project in Sichuan". Furthermore, those projects were also appraised as provincial "Civilization Standardized Construction Site".
Every time when there is major disaster, CNOOC always makes a proactive response to the calls from the Party and the State, such as the drought in southwest China at the beginning of the year of 2010, the earthquake in Yushu, Qinghai province on 14 April, the mudslide in Quzhou, Gansu province on 7 August, and the torrential rain disaster in Hainan province in September and October (which was deemed to be the most severe one in the last 50 years of that region). Particularly, CNOOC earnestly performed its political and social responsibilities as a central enterprise, and arranged and conducted disaster rescue and donation works as per the national policy requirements. Throughout the year, the Head Office of CNOOC has totally donated RMB26 million to the above stricken areas. |
