Born in 1953, Mr. Zhao Liguo graduated from the Faculty of Law, Peking University, with a Bachelor of Law, then joined CNOOC upon graduation. In 1988, he studied at the Law School of Niigata University in Japan for a year. Mr. Zhao has engaged in legal work in CNOOC for 25 years. He served as Contract Negotiation Director and Deputy Manager of Legal Department of CNOOC. Since 2000, he served as the General Manager of the Legal Department of CNOOC and was appointed as a Director and Company Secretary of CNOOC-Shell Petrochemicals Co., Ltd. in December 2000, a Director of CNOOC Petrochemicals Import & Export Co., Ltd. in April 2001, and a Director of CNOOC-SINOPEC United International Trading Co., Ltd. in December 2003. At present, he serves as Chief Legal Officer of CNOOC. He is also the General Manager of Legal Department of CNOOC and General Manager of the Legal Department of CNOOC Limited.

Mr. Zhao was granted lawyer qualification in 1985 and the corporate counsel qualification in 1998. He is an arbitrator of China International Economic and Trade Arbitration Commission and a member of the China Maritime Arbitration Commission.
